Ag and Environment

  • Led lobbying efforts to create the state’s Right to Farm Act, and Agriculture Communities and Rural Environment Act.
  • Drafted and lobbied for creation of the Pennsylvania Department of Environmental Protection and reorganization of the state’s conservation districts.
  • Drafted legislation, secured Governor’s approval and coordinated 356 member statewide coalition to create the Keystone Park, Conservation and Recreation Fund, which has delivered $710 million for environmental and conservation purposes in the past 10 years.
  • Developed and secured approval of a state plan to identify key agribusiness transportation networks, used to plan critical road, bridge and infrastructure improvements.
  • Drafted and secured passage of the state’s first biosecurity legislation for agricultural and research facilities.
  • Drafted and secured passage of legislation regulating genetic modification of seeds, benefitting clients by permitting continued genomic research in Pennsylvania.
  • Lobbied for legislation and amended regulations governing pesticide and herbicide registration, education and applications.
  • Secured funding for second generation farm feedstock research into small oilseed crops including canola and camelina.
  • Crafted and passed legislation permitting use of overweight trucks for use in milk hauling, saving the dairy industry millions of dollars in annual transportation costs.
  • Testified to Congress and the EPA on behalf of farm and biotechnology groups during special reviews of pesticides and herbicides.

Business

  • Secured more than $35 million in state economic development funding for clients since 2007.
  • Led efforts and passed changes to permit Sunday sales of wine and liquor in the Commonwealth, resulting in increased state revenues of more than $1 billion since passage.
  • Drafted and successfully passed legislation creating safety groups under the state’s Workers Compensation laws, saving businesses and cooperative clients millions of dollars annually.
  • Coordinated public and community relations efforts to minimize local opposition to businesses in Bucks, Chester, Crawford, Erie, Fayette and Schuylkill counties.
  • Researched and located sites, tax free properties for manufacturing operations, working with local economic development and elected officials.
  • Successfully lobbied for amendments to the state’s Unemployment compensation program to reduce business costs for small businesses.

Transportation

  • Secured capital budget line item legislation, and release of more than $85 million in state funds for rail improvements necessary for economic development projects across the state in last five years.
  • Defended the state’s railroad industries against attempts to enact punitive legislation that would have resulted in needless state regulation and increases in operating costs.
  • Developed and secured approval of a state plan to identify key agribusiness transportation networks, roads and bridges for use in planning critical infrastructure improvements.

Energy

  • Proposed and led efforts to develop permanent funding program for alternative and clean energy companies in Pennsylvania, including grants, loans, and tax credits, resulting in $650 million bond issue.
  • Researched and located sites for multiple energy generating operations, working with local economic development and elected officials.
  • Prepared business and financial plans for several start up alternative energy and advanced technology firms resulting in early stage investments.
  • Drafted and secured passage of amendments to the PennSecurity Fuels Initiative to include cellulosic ethanol and a quality standard for biodiesel set at ASTM D-6751 standards, a requirement sought by engine manufacturers, end users and consumers.
  • Prepared and secured more than $7.2 million in grants from the Pennsylvania Energy Development Authority for clients since 2007.
  • Secured more than $8.3 million for clients through the Alternative Fuels Incentive Grant Program since 2007.
  • Secured $20 million in loans for the state’s first energy and nutrient recovery facility generating 2.2 MW of electricity, while removing 70,000 tons of poultry manure from the Chesapeake Bay watershed.
  • Convinced the US Senate and the Department of Energy to award a $1.4 million grant to a client for research and development of alternative feedstocks and biodegradable automotive lubricants.
  • Successfully lobbied for reinstatement of the federal $1/gallon biodiesel blenders’ tax credit.
  • Coordinated initial organization of a statewide industry-driven association to promote the development and use of biomass as a sustainable energy resource.
  • Secured funding for a Pa. fuel cell company to help finance the company’s manufacturing expansion and generate 20 MW of electricity.
  • Developed plan and secured site improvements for a renewable generation company in southwest Pennsylvania.
  • Successfully lobbied for Tax Credits for investments in advanced technology/clean energy companies. 
  • Proposed and enacted specific programs to fund infrastructure to support the state’s biofuels industry.
  • Secured funding for solar-wind/LED research company to relocate and expand operations in central Pennsylvania.

Medicine

  • Working with the state’s pediatricians, ERG Partners secured passage of legislation to establish a statewide Task Force on Child Protection. Following passage, ERG helped place two pediatricians on the ten member Task Force on behalf of our client.
  • Successfully lobbied for the only tort reform legislation passed by the General Assembly in 2004, and for “joint and several liability” reform legislation in 2011.
  • Secured Administration and insurance industry support for chronic care initiatives and state program to provide coordinated quality health care for patients with chronic heart failure, diabetes, and asthma.
  • Secured state support for loan forgiveness program for primary care physicians practicing in underserved areas of the Commonwealth.
  • Defeated legislative initiative by insurers to collapse rate categories, saving primary care physicians more than $20 million annually in medical liability premiums.Defeated attempts to expand scope of practice by midlevel health care workers that would have jeopardized patient quality of care.
  • Coordinated government relations programs for a Primary Care Physicians’ Coalition, uniting more than 13,000 internists, pediatricians and family physicians to support programs that provide access to qualify care.
